RE: best time to go..
It's been pretty dead lately. I usually recommend early to mid September, when all the kids have just gone back to school, as the best time for most theme parks, especially USH. As for times of day, usually around opening to mid-day it's pretty slow in an off-season.

RE: best time to go..
If you follow the park hours on their website. It should be pretty empty on any day the park closes at 6 PM or 5 PM.

RE: best time to go..
Absolute slowest time at the park is mid-January to mid-March on the weekdays (especially Monday - Thursday) where we're only open from 10a-5p. If you want to do everything in the park on those days, you just have to keep on eye on the showtimes such as WaterWorld, which cuts down to having just 2 shows (minimum), Shrek runs on a 30 minute schedule (instead of running continuously), T2:3D has a 2 hour gap between shows, and House of Horrors has "Scare Hours" where they're only open during certain parts of the day.
