I believe it depends on circumsatnce. If you are stopped on the ride, but continue and finish, you will not get a pass. If you are emergency stopped and evacuated, then you will receive a pass.

If you make it on the ride (not in the queue or preload areas) and are taken off before the unload station you get a pass. If you are delayed on the ride for a long time (probably 30 min+) you get a pass. We have the blue gate A one time use passes as well as the green passes (one free soda or carnival game) for those with gate A lanyards.

Also, this summer they will probably print new one time use gate A's that are not valid for Simpsons. They did this when Mummy opened to cut down on the VIP line there.
